If you're still in doubt, then go to an 0.4 system. I know for DEFINITE you can attack Corp mates in asteroid belts and at stations without any NPCs (Sentries or otherwise) ruining your day.

If a Corp declares war on someone, they should AUTOMATICALLY have a war thrown back at them by the Corp they target. Can't be exploited, and stops the cowardly Alt Corps from declaring wars for OOE (Out Of Eve) reasons on people who have already ...

Perfectly acceptable. I use a 56k modem and there's only a little lag during the "busy" period on Sunday and Monday nights. Obviously, there are exceptions but they're more "one-offs" than a regular thing.
